    It is imperative that a Johne’s testing protocol be immediately developed for Maryland and that total funding be provided. The protocol should be designed after those of the surrounding states. The protocol should be farmer-friendly, designed and directed toward use as an on-farm management tool. '03
   
    A fully funded indemnity program should also be established in Maryland. '02
